Accessible Transfers: What to Specify, What to Check
An accessible transfer works when the vehicle is specified around each passenger, not just the headcount. Send the detail up front, and the quote states layout, wheelchair spaces and seat count.
Detail to send
For each passenger needing assistance, give the type of wheelchair or mobility aid, whether they move across to a seat or stay in the chair for the journey, and whether someone travels alongside. Add the number of wheelchair spaces needed at the same time, the luggage, and pickup points with step-free access. A Sprinter-based accessible minibus can be set up as 10+1 seats plus one wheelchair space; other layouts trade seats for spaces, and every space reduces luggage room.

Parties of two
Where the party is one wheelchair user and a carer or relative, an accessible hackney licensed by the NTA can be enough. The licence requires room for a wheelchair user and an adult passenger at minimum, and the fare is fixed at booking.
Regulations that apply
- On services of over 250 km, request assistance at least 36 hours ahead
- Driving a public service vehicle used only to carry vulnerable persons is relevant work that needs Garda vetting
Where passenger-rights law reaches
The EU bus and coach passenger-rights rules, Regulation 181/2011, are enforced in Ireland by the National Transport Authority. Their protections for disabled passengers attach mainly to timetabled routes; a private charter is largely outside them, so a chartered transfer provides whatever the booking records. Scheduled journeys over 250 km need assistance requested at least 36 hours ahead; for a charter, give more notice than that.
Vetting and airport kerbs
Driving a public service vehicle used only to carry vulnerable persons is relevant work that requires Garda vetting. For care-home and day-centre outings, ask the operator to confirm it.
Cork Airport sends private minibus work to two lettered bus bays by the terminal. At Dublin Airport, private-hire coaches collect at Zone 16, so tell the operator which passengers cannot walk far before the pickup plan is fixed.
Questions
Does EU passenger-rights law cover a private charter?
Largely no. The regulation targets timetabled services, so put the assistance you need in writing on the booking.
How many wheelchair users fit in one accessible minibus?
It depends on the layout. A common Sprinter set-up has one wheelchair space plus 10+1 seats; say how many spaces you need at once.
Is the driver vetted?
It has to be when the vehicle carries only vulnerable passengers, such as a day-centre group. Ask the operator to confirm.
